Setting the standard in motorsport rally organisation is a cornerstone of the Hills Ford Stages. With a relentless commitment to excellence, our organisation strives to raise the bar in every aspect of event planning and execution.

The safety of participants, spectators, and the community is always the top priority. Stringent safety measures and protocols are implemented and continually reviewed to minimise risks and ensure a safe environment for all involved.

In 2017 the Government passed legislation to allow four-wheeled motorsport competition to take place over closed public roads, under the control of Motorsport UK – the governing body for motorsport in the UK. Cheltenham Motor Club was one of the first Motor Clubs in England to plan and implement an event within this framework. The event runs strictly to safety requirements laid down by Motorsport UK with regard to trained senior officials, marshal competence and numbers of recovery vehicles and rescue vehicles, doctors and paramedics all recruited for the event.

County Councils and Parish Councils are heavily involved in pre-event consultation with the views and opinions of residents and businesses of paramount importance. The event organising team have a duty of care to ensure the safety of ALL parties involved in the event. As planning for the event progresses, residents and businesses are being contacted by letter, personal visits and local meetings, giving the opportunity for all views to be expressed and listened to

What goes into organising a closed road rally

Initial Planning:

  • Conduct a preliminary assessment of potential rally routes, considering the road network and terrain.
  • Identify key areas where the rally can have minimal impact on residents and businesses.
  • Begin drafting a comprehensive event plan, risk assessment and incident management plan.

Engage with Local Authorities:

  • Approach the relevant local authorities, including county councils and parish councils, police forces and highways agencies to discuss the rally concept.
  • Present the event plan, outlining the proposed routes, stages, and safety measures that exceed governmental and the sports governing body regulations.
  • Discuss potential road closures, traffic management, and any required permits.
  • Set up Safety Action Group. (S.A.G) with regular meetings to discuss progress. review feedback and concerns raised.

Community Consultation

  • Conduct community consultations to gather feedback and address concerns of residents and businesses along the proposed rally routes.
  • Share information about the benefits of the rally and address any potential disruptions.

  • Arrange "Meet Us' dates to meet Parish councils and residents to discuss face-to-face any quistion they have.

Safety and Traffic Management

  • Collaborate with the police to develop a comprehensive traffic management plan.
  • Discuss road closure schedules, emergency access points, and measures to ensure public safety.
  • Address any security considerations and work on crowd control plans.

Permitting and Approvals

  • Work with local councils to obtain necessary permits and approvals for road closures, public events, and any other regulatory requirements.
  • Ensure compliance with all relevant laws and regulations.

Infrastructure and Logistics

  • Collaborate with local authorities to address infrastructure needs such as signage, barriers, and medical support.
  • Plan for waste management and environmental considerations.

Communication Plan:

  • Develop a comprehensive communication plan to inform residents, businesses, and local communities about the rally.
  • Use various channels, including public meetings, social media, and local press, to disseminate information.

Emergency Services Coordination

  • Coordinate with the police, fire services, and medical teams to ensure rapid response capabilities in case of emergencies.
  • Share detailed rally plans and routes with emergency services for effective coordination.

Volunteer Recruitment:

  • Engage with local communities to recruit volunteers for various roles during the event, such as trained marshals and security for safety and crowd control.
